I have been searching for this guy for almost a month now (work gets in the way of WoW life, you know?), and finally, FINALLY, I found him. He spawned at Bor's Breath, between to the top of that frozen waterfall and the village. I was shocked to see him (no pun intended), because both my SilverDragon and NPCscan didn't go off for whatever reason, but there he was, bright as the sky against the pure white snow. And to make things better no one was around at all, despite the many horde I've seen patrolling the area constantly. It was an easy tame; even the Frostfeather Witch thing on my back didn't deterr me. Yay!
Tamed this beautiful creature around 1:30pm on Blackrock. I hope that helps any of you hunters out there who are still looking for him, I know I almost gave up a few times. So if he is on that 6-8 hour spawn timer (I've heard many different things), try looking again around 7:30ish, I suppose. Thanks to all of you who helped me out along the way, and don't give up the hunt!!

Grats Navilin. 
My guess is that Skoll was already in your cache file, which is why NPCScan and Silver Dragon didn't sound the alarm.
Thanks for posting the time and location btw. This may help some others.

Yeah I was kind of thinking that was the case about SilverDragon. I mostly kept it just in case, luckily Skoll is so bright it's hard to miss him 
I thought I'd leave the time I caught him because I couldn't find ANY information about when he spawns, especially not specifically for my server, so I was spending too many hours flying around the points. I really hope that helps some people who happen upon this post.
