Until Cata, haste only affects Steady Shot and Auto-Shot for hunters.

 

ArP is a stronger stat, but I wouldn't go out of your way for either ArP or Haste as SV, but if you have a choice on gear, with otherwise identical stats, except that one has ArP and one has Haste, always go for the one with ArP.
