TBH Hru, I'm not even sure what your DPS should be at that level, but I can say two things for sure that you can apply now and all the way up to and including level 85:
1) Enchant that gear! You don't look to have anything enchanted yet. Get on that! 
2) Replace those PvP pieces ASAP. Resilience is taking up a stat spot that you could fill with Hit, Crit, or Haste (whichever is needed more.)

At 71 you should be averaging around 1.5k on the low-end. I wouldn’t worry about enchants so much at this point. I would address these things:
Stats you want: hit rating (up until, or close to 8%), agility, crit, attack power, mastery, haste
Stats you don’t want: strength, intellect, spirit, spellpower
Replace any pieces that contain the unwanted stats like your polearm. 2h weps are a huge source of stat padding – that strength on there is wasting valuable stat budget for something else that could be helping you.
Get rid of your leather pieces and equip all mail armor in your gear slots. Hunters receive a 5% agility bonus when they are wearing all mail. This is a huge bonus you’re missing out on.
You’re not glyphed and your spec could be improved. Go for this, being mindful of the glyphs I selected as well:

The main glyphs you ‘need’ are Arcane Shot, Kill Command and Bestial Wrath…the other 3 you can do what you want with, but my suggestions for those are good ones.
Use some different pets. You don’t have a cat, wolf, or devilsaur in your stable. The core hound is good, but heroism isn’t going to help you much at level 71. Things die too fast to see the benefit from the spell, plus the cooldown is so long (10mins) — and if you already have a mage or shaman around then it’s wasted anyway.
Start using a cat (for the agility buff) or either a Devilsaur or a wolf (for the crit buff). Swap them out depending upon what your group’s needs are.
The attacks and spells you should be using are:
- Kill Command – Use this every six seconds
- Arcane Shot – Fire this continually
- Steady Shot – use this when your focus is getting low
- Kill Shot – Fire this as soon as it becomes available
- Multi Shot – Fire this if you’re facing 3 or more mobs, and if none of them need to be crowd controlled.
- Bestial Wrath – Use this at the beginning of a trash pull or during a boss fight. Use it every time its cooldown is up.
- Rapid Fire – Use this mainly for bosses – near the start of each fight.
- Focus Fire – Activate this if you’re not using Bestial Wrath at the time.
Remember to feign death if you start pulling aggro, and I highly suggest you have a look at my macros page if you’re not using any macros yet.
These tips should get you started on your way to at least cracking 1K…the rest will depend upon you getting proficient with your attack priority and rotation. I think your biggest problem is probably your shot selection, so just start following my suggestions until you start becoming more fluid with it.
