Has Mastery become a better state haste in 4.3? It used to be that reforging into crit or haste was a wash, and mastery was the worst of the hunter stats. I now see many recommending mastery OVER haste. My outo shot is around 1.44. Should I really be keeping and/or reforging into Mastery?

Yes you are correct.
Hit (to cap) > Agility > Crit >Mastery . Haste
If you are setting up for PvP you also need Spell Penetration around 1 and of course Resilience.

Documentation on this please? For all specs? For PvP? For PvE?
I'm not saying you're wrong, Dar, just interested in seeing the math. I would suspect Mastery would be slightly better for SV than the other specs, from what I've heard, but suddenly worth Reforging *into* seems to go against the grain of everything Ive seen out there in Theorycraft Land.

Agility
Increases all damage dealt and slightly increases critical chance. This is by far the most effective stat.
8% Ranged Hit
Hit Rating increases your chance to hit, and at 8% Ranged Hit your special abilities can no longer miss on bosses. Special abilities getting missed is the easiest way to lose DPS, so be sure to be capped at 8%. To check your hit percentage, open your character panel and then check under the Ranged tab for "Hit Chance." Make sure it is at or slightly above 8%.
Crit
Increases the chance for all of your damage sources to critically hit for 200%+ more damage. This is the most effective secondary stat once you are at 8% ranged hit.
Haste
Decreases cast time for abilities such as Steady Shot, causes you to shoot faster, and increases focus regeneration speeds.
Mastery
Grants a chance for your ranged attacks to also instantly fire an additional ranged shot. This is mostly effective in AoE encounters where it can proc off of Multi-Shot.

Decreases cast time for abilities such as Cobra Shot, causes you to shoot faster, and increases focus regeneration speeds. At exactly 20% haste, Cobra Shot becomes only a 1.66 second cast time. This means you should be able to use Cobra Shot exactly three times before each Explosive Shot, an effective change for optimizing your DPS. This is however subject to lag, and should be taken as a grain of salt. With that being said, Haste is generally the most effective secondary stat (after 8% hit cap) for maximizing DPS, up until you are able to do 3 Cobra Shots during the cooldown of Explosive Shot. Once you have enough Haste to do that, then, Crit becomes more effective to stack.
Crit
Increases the chance for all of your damage sources to critically hit for 200%+ more damage. This is the most effective secondary stat once you are at 8% ranged hit.
Mastery
Increases all magical damage dealt, and unfortunately this is why Mastery is not extraordinarily effective for Survival. It only increases Magical Damage, and Survival still deals a lot of damage outside of Magical damage.

Mastery was supposed to increase Elemental Damage which should include Serpent Sting (and thus MultiShot if talented into ImpSS) Explosive Shot and Black Arrow, which is why in theory it would be better for SV, but I don't know how it's actually working in-game right now. I know that since Cataclysm released Mastery has been the "worst" stat for Hunters of any spec.
I'm hoping someone with a link to some statistics or something will chime in here, cause now I'm *really* interested. Good question, Luck Shot!

This is only one post in the thread, but I think it speaks directly to the question of Haste v. Mastery, at least for SV:
"My understanding is that FemaleDwarf overvalues haste, says this much in the faq. I noticed the same phenomenon as you when researching my stat allocations. I follow the same stat priorities as you first mentioned; Hit cap > haste to 758 > crit > mastery > haste. Based on FD, this brings me within 50 dps of putting haste over mastery.
Also, based on information calculated here SV Hunter Rotation Haste Plateaus | Warcraft Hunters Union, haste rating value changes once you can get to the second plateau of 2265 without sacrificing your other stats much. This plateau allows you to get 4 cobras in between each explosive shot.
I would hypothesize that your "real" dps will be lower if you sacrifice mastery (or crit) while above the 758 plateau and below the 2265 plateau.
Haste is overvalued in FD because its value diminishes the second you have to move in a fight, from my understanding. I am welcome to suggestions/corrections."

I don't have any T13 pieces yet so I'm going to be working strictly from specific Haste bonuses on each piece and reforging. I don't think I can get anywhere near the 2nd plateau so I may try reforging more Haste into Mastery and doing some dummy testing on my DPS.

What you have been told is not a complete lie but is also missing information.
It is very spec dependent and also more dependent on which route you would like to take, more so as an MM hunter than the other specs.
For Marksmanship you have some choices as to how you would like your rotations to work out.
You can hit for a high haste build to hard cast Aimed Shots as a focus dump or you can hit the minimal haste plateau which is 1235 haste + haste account for latency, then stack Crit>Mastery. This minimal haste build is optimal for Arcane Shot focus dump.

For Survival I believe the stat weights go something like this, Agility>Ranged Hit Cap (8.00%)>Crit>Mastery>Haste?, haste being not all that useful to a survival hunter, especially with Tier 13 2pc.
