There are a lot of issues I see, but hopefully these few tips will get you on the fast track to 3-4K.

You have got to take Improved Stings if you have the 2pc T9 bonus. Also, make sure to keep Serpent Sting up as much as possible.

You're wearing items with Strength. Get rid of them. Strength dioes virtually nothing for a hunter.

Your trinkets are really bad, plus one has expertise on it – another useless stat for a hunter.

You're under hit-capped, but my suggested build should take care of that.

Follow this shot priority: Kill Shot (when avail.) > Explosive > Serpent Sting > Black Arrow > Multi Shot > Steady Shot

The stats you want:

1. Agility
2. Attack power
3. Crit
4. Armor Pen
5. Haste

Intellect and Stamina are also hunter stats, but they'll likely be on almost every pc of hunter gear anyway.

Stay away from strength, expertise, spell power, etc…

Do these things and your DPS will no doubt double at the very least.
