I’m somewhat new to hunter, and around level 70 realized that for some reason Kill Command was doing less damage than Arcane Shot. Everyone says to use kill command when you can, but it costs more focus and does less damage for me. Since then I’ve completely stopped using KC. Is this normal?

No. It sounds like perhaps your weapon damage is way, way high relative to your attack power. Did you get a Brutal weapon without upgrading to the Brutal armor at level 70?

This definitely has to do with your gearing. With proper gear there is no way AC should be beating KC damage.
