The hard part is that, since Arcturis is the easiest Spirit Beast to get (only ever spawns in one area–and right outside an Alliance encampment, too), he's also the most heavily camped apart from Ban'thalos. Expect to see quite a few other Hunters hiding in the trees and bushes, waiting for him to appear.

Try to find out when he last spawned on your server and mark your clock. Arcturis spawns roughly every 8 hours, and frequently does so at the top of the hour (usually 5-10 minutes before or after the hour strikes, e.g. 4:55 A.M., 5:03 P.M., etc). Many other Hunters have tested and proven this method time and again, myself included.

The "limited Northrend rares" hypothesis is actually a hotly disputed one, at best. As far as I can remember the notion seems to be based on a similar occurrence in Outland. Still, I wouldn't bet too much on the theory, but you can still make sure by hunting down a few rares yourself. There are around 3 or 4 in Grizzly Hills alone (Arcturis included), so you don't have to go too far.

Seething Hate appears to be one of the most frequently seen ones (seen randomly in either the Heart, Limb or Tear of Vordrassil areas). I remember nabbing Arcturis right after taking him down, so there might be some truth to the claim, but given the counter-evidence presented by others people who have managed to tame Arcturis 8 hours on the dot after he's been nabbed last, I don't want to make absolute statements on this one. =P
