I got this from the Warcraft Hunters Union site who quoted it from Ghostcrawler on the Cata Beta forums:
"We’re going to take the damage off of Silencing Shot. It’s supposed to be a situational utility ability, not something you macro into every shot."

Seems, that my (Garwulfs Macro compendium) help was very short^^
But I think it's a good decision..
It just makes sence, although it was better before..
I think to give hunters focus instead of mana is just awesome.
It's like a totally new class design and I'm quite sure: It'll makes alot of fun to level up hunters with this!
